AI Summary
This bill amends the Ticket Sale and Resale Act to provide enhanced consumer protections in ticket sales and resales. The bill introduces new definitions for key terms like ticket sellers, ticket resellers, and ticket resale marketplaces, and establishes several important requirements for ticket transactions. Ticket sellers and resellers must now display the full price of a ticket, including all fees, when the price is first shown to a consumer and are prohibited from increasing the price during the transaction (with minor exceptions for physical delivery costs and taxes). Ticket resellers are banned from selling tickets they do not possess or have a contract to purchase, and ticket resale marketplaces are restricted from using an artist's or event issuer's name in their website URL without authorization. The bill also mandates that ticket issuers deliver tickets within 4 days of purchase unless otherwise clearly disclosed, and requires ticket issuers to disclose the number of tickets withheld from sale when offering tickets. Additionally, the bill includes detailed provisions about registration, consumer protection funds, refund policies, and dispute resolution procedures for ticket brokers and resale platforms, aiming to create a more transparent and fair ticket marketplace that protects consumers from potential fraud or misleading practices.
