This bill amends an existing law regarding the Idaho Commission of Pardons and Parole by specifically increasing the daily compensation for commissioners from $300 to $400 when conducting various types of hearings, such as parole, commutation, pardon, and revocation hearings. The bill maintains the existing provisions about commissioner appointment, including that seven commissioners are appointed by the governor with senate confirmation, no more than four can be from the same political party, and terms are three years long. The legislation also preserves the current rules about meeting requirements, including that two commissioners can make parole violation decisions and three commissioners can make parole grant or denial decisions, with unanimous agreement required or a full commission vote if unanimity is not achieved. The bill is set to go into effect on July 1, 2025, and is declared an emergency measure, which allows for immediate implementation upon passage.
