This bill amends the Firearm Owners Identification Card Act and the Firearm Concealed Carry Act to change the duration of Firearm Owners Identification (FOID) Cards and Concealed Carry Licenses from a fixed term to a lifetime validity. Specifically, the bill provides that FOID Cards will now be valid for the lifetime of the card holder, instead of the previous 10-year period, and Concealed Carry Licenses will be valid for the licensee's lifetime, instead of the previous 5-year period. Additionally, the bill stipulates that any FOID Card or Concealed Carry License issued before the effective date of the amendment will remain valid for the holder's lifetime, regardless of the original expiration date printed on the card or license. The changes eliminate the need for renewals and associated processes like renewal notifications, training requirements for renewal, and renewal fees. These modifications aim to simplify the licensing process for firearm owners and reduce administrative burden for both license holders and the Illinois State Police.
