AI Summary

This bill proposes to amend the Illinois Department of Employment Security Law by creating a new Self-Employment Assistance Program designed to support unemployed individuals who are actively working to start their own businesses. Under this program, eligible participants who are receiving unemployment benefits can continue to receive those benefits while dedicating their time to launching a new business venture. Participants will be considered to be actively seeking work, which is typically a requirement for maintaining unemployment benefits, and the benefits they receive will be treated as standard unemployment insurance payments. The Department of Employment Security will be responsible for developing and implementing the program's rules and guidelines, ensuring that individuals have a structured pathway to transition from unemployment to entrepreneurship. This initiative aims to encourage entrepreneurship and provide economic support to individuals looking to create their own jobs during periods of unemployment.
