AI Summary

This bill amends the Environmental Protection Act to clarify and expand regulations around water main installation projects. Specifically, the bill requires that all water mains, fire hydrants, and related valves owned by a public water supply and located in public rights of way or utility access easements must be explicitly included in the Environmental Protection Agency's (EPA) written approval. The bill establishes that the EPA has sole responsibility for design review and permitting of water mains and fire hydrants, and that these infrastructure components must be installed strictly in accordance with the agency's written permit. Additionally, the bill mandates that fire hydrants connected to plumbing systems must be installed in compliance with the Illinois Plumbing License Law and its associated rules and ordinances. This legislation aims to standardize and strengthen oversight of public water supply infrastructure installation, ensuring consistent safety and regulatory compliance across water main projects in Illinois.
