The bill requires annual reporting to the Governor and General Assembly and will be funded through state appropriations, federal grants, and other public safety funding sources. The registry aims to enhance emergency preparedness and support for vulnerable populations by creating a centralized, secure system for identifying and assisting individuals with access and functional needs.
