This bill amends the Texas Transportation Code to modify the issuance of specialty license plates for military service members and medal recipients. Specifically, the bill adds two new categories of specialty license plates: one for individuals who served in Operation Freedom's Sentinel (a U.S. military mission in Afghanistan), which will include the words "Freedom's Sentinel" on the plate, and another for recipients of the Texas Humanitarian Service Medal, which will feature the words "Texas Humanitarian Service Medal" and an emblem of the medal. The bill also updates the fee structure to exempt these new specialty plates from standard registration fees, similar to other existing military-related license plate categories. These changes are part of a technical reorganization of existing licensing provisions, with the new sections being redesignated as Sections 504.336 and 504.337 of the Transportation Code. The bill is set to take effect on September 1, 2025, and will prevail over any conflicting legislation from the 89th Legislature.
