This bill expands the scope of practice for advanced practice registered nurses (APRNs) in Texas, allowing them to practice more independently in certain rural or medically underserved areas. The bill creates a new authorization process for APRNs to practice as licensed independent practitioners, which includes the ability to order and perform diagnostic tests, make medical diagnoses, treat health problems, prescribe medications (including controlled substances), provide referrals, and serve as primary care providers. To qualify, APRNs must apply to the Texas Board of Nursing, pay an application fee, and practice only in rural counties or areas serving medically underserved populations. The bill also updates numerous existing laws to reflect these changes, including definitions, prescribing authorities, and references to APRNs across various state codes. APRNs authorized under this new framework will be accountable for maintaining professional standards, recognizing their practice limits, and consulting with or referring patients to other healthcare providers when necessary. The Texas Board of Nursing is required to adopt implementing rules by February 1, 2026, with the law taking effect on September 1, 2025.
