This bill amends the Illinois Pension Code to expand the applicability of the Retirement Systems Reciprocal Act for downstate firefighters. Specifically, the bill allows firefighters who become eligible to receive a retirement or survivor's annuity on or after the effective date of the amendment to elect to proceed under the Retirement Systems Reciprocal Act (Article 20 of the Code). The Retirement Systems Reciprocal Act typically allows public employees who have worked in multiple public pension systems to combine their service credits to qualify for retirement benefits. Additionally, the bill modifies the State Mandates Act to specify that the state is not required to provide reimbursement for implementing this new provision. By doing so, the bill provides downstate firefighters with more flexibility in calculating their pension benefits while removing potential financial obligations from the state for implementing the change.
