This bill adds a new section to South Carolina law that authorizes the Department of Corrections to operate canteens (small stores) in all of its prisons and institutions. These canteens will be allowed to sell items such as toiletries, candy, and other small personal items to incarcerated individuals. The bill specifies that the prices of items sold can only be marked up by a maximum of 20% above the vendor's cost. The department is required to provide the necessary facilities, equipment, personnel, and merchandise for these canteens, and the director will determine exactly what items can be sold. Additionally, the department must insure canteen materials and equipment against damage or loss. The bill mandates that canteen operations will be audited every two years by the Legislative Audit Council (an independent oversight body), with each prison preparing an annual statement of operations. These audit reports and operational statements must be made available to both staff and incarcerated individuals by being posted at the canteen and in the prison library. The bill will take effect immediately upon the Governor's approval.
