This bill amends the Innovations for Transportation Infrastructure Act by modifying the authorization of project delivery methods for transportation facilities. Specifically, it increases the capital cost threshold for design-build, Construction Manager/General Contractor, and Alternative Technical Concepts project delivery methods from $400 million to $500 million for contracts awarded on an annual basis by the Department of Transportation. The bill maintains the requirement that before starting any procurement using these alternative delivery methods, the Transportation Agency must conduct an analysis and make a written determination that the chosen method is in the best interests of the state, considering impacts on project schedule, completion date, and costs. The agency is still required to report to the General Assembly annually for the first five years after the act's effective date on the progress of procurements under this legislation. The bill removes a previous provision that allowed the Department of Transportation to adjust the monetary threshold yearly to reflect inflationary costs in highway construction. The act takes effect immediately upon becoming law.
