This bill amends the Consumer Electronics Recycling Act to update and expand the existing framework for electronic waste recycling in Illinois. The bill makes several key changes, including expanding the definition of "covered electronic devices" (CEDs) to include additional categories like home audio components and peripherals, and modifying the definition of "covered entity" to gradually shift from solely residential sources to include small-scale entities delivering up to 7 CEDs. The bill introduces a new category of "private network collection sites" operated by nonprofit organizations or recyclers, and expands the types of collection sites that can be used to meet recycling requirements. It also adds new requirements for manufacturers, including developing education and consumer awareness activities, such as maintaining a program website with collection site information and educational materials. The bill extends the automatic repeal of the Act from December 31, 2026, to December 31, 2031, giving the electronic waste recycling program additional time to operate. Importantly, the legislation maintains the core principles of the original act, which aims to create a comprehensive system for the responsible collection and recycling of electronic devices, while providing more flexibility and expanding the scope of participation for various stakeholders.
