This bill amends the Public Utilities Act to modify regulations regarding nuclear power reactor construction in Illinois. Specifically, the bill introduces a new definition for "advanced nuclear reactor" as a nuclear fission reactor with significant safety improvements compared to reactors operating in the United States prior to December 27, 2020. Beginning January 1, 2026, construction of nuclear power reactors will be permitted only if they are advanced nuclear reactors, and the constructing entity must obtain all necessary permits, licenses, and approvals from state and federal agencies. The legislation also clarifies that the changes do not apply to existing nuclear power reactors that began operation before June 1, 2024, and are not intended to authorize construction of nuclear power plants that do not meet the advanced nuclear reactor or existing licensed reactor criteria. The bill aims to provide a more modern and flexible framework for nuclear power reactor development in Illinois while maintaining strict safety and regulatory standards.
