This bill amends the School Code to create a new foreign language endorsement on an Educator License with Stipulations. The endorsement may be issued to an applicant who demonstrates adequate speaking, reading, and writing ability in a language other than English, can communicate effectively in English, and has passed a language content test (with an exception for those who speak the language as their first language). The foreign language endorsement will be valid until June 30 following the fifth anniversary of its issuance. Holders of this endorsement may teach courses in the specific foreign language for which they are endorsed. Additionally, individuals who hold this endorsement, are at least 25 years old, and do not have a bachelor's degree may serve as substitute teachers in foreign language classrooms. This provision aims to address teacher shortages in foreign language education by providing a more accessible pathway for language professionals to teach in Illinois public schools. The bill will become effective on July 1, 2025, offering a new option for potential educators with language expertise to enter the teaching profession.
