Provides that the Department of Employment Security shall adopt rules to implement and administer the program.

AI Summary

This bill aims to establish a self-employment assistance program through the Illinois Department of Employment Security. The program would allow individuals who are receiving unemployment benefits to receive support while starting their own business, effectively treating their entrepreneurial efforts as equivalent to actively seeking work. Participants would continue to receive unemployment benefits while working to launch a new business, and the benefits paid during this period would be considered standard unemployment insurance benefits. The Department of Employment Security would be responsible for creating and implementing rules to govern the program, ensuring that eligible individuals can receive support while transitioning from unemployment to self-employment. This type of program is designed to encourage entrepreneurship and provide a safety net for unemployed individuals looking to create their own business opportunities, potentially reducing long-term unemployment and stimulating economic growth at the state level.
