This bill amends the Illinois Articulation Initiative Act by requiring public higher education institutions to submit an annual transfer credit report to the Board of Higher Education. Starting May 1, 2026, and each subsequent year, these institutions must report courses that transfer students do not receive academic credit for when moving from one state institution to a public 4-year institution. The report must detail courses where credits are not accepted either at the receiving institution overall or specifically toward the student's declared major. Each report must include specific information about the course, such as its name, type, program, school, major or minor, credit units, the original institution that offered the course, and the reason why academic credit was not granted. The Board of Higher Education is then required to compile this data and deliver a comprehensive report to the Governor and General Assembly by October 1, 2026, and each subsequent year. The goal of this bill appears to be increasing transparency about transfer credit policies and identifying potential barriers for students changing institutions within the state's higher education system.
