AI Summary

This bill amends three existing acts related to higher education in Illinois, with the primary focus on expanding the powers and reporting requirements of the Board of Higher Education. The bill grants the Board new abilities to accept gifts and grants for higher education purposes, create and participate in various organizational entities like corporations and partnerships, and acquire resources to benefit higher education and students in the state. The Board is now required to annually identify and report on low-performing instructional programs at public universities, including the number and types of programs, new program creations, and program closures or consolidations. Additionally, the bill makes technical changes to the Private College Act and the Academic Degree Act, such as requiring more detailed disclosure of tuition rates, mandating notification when an institution is under heightened financial monitoring, and allowing the Board to conduct unannounced inspections of degree-granting institutions. The bill also clarifies language around institutional requirements for non-residential degree-granting entities, including maintaining suitable facilities, faculty, student records, financial stability, and appropriate accreditation. The bill takes effect immediately upon becoming law.
