This Joint Memorial, passed by the Washington State Legislature, formally withdraws all previous requests made to the United States Congress to call a constitutional convention, a process outlined in Article V of the U.S. Constitution that allows states to propose amendments. The legislature expresses concern that past applications, some of which were for broad, unlimited conventions and others for specific purposes, might still be considered valid, potentially binding future generations without their consent and opening the door for wealthy interest groups to exploit these older requests. Therefore, Washington is officially revoking all prior applications, regardless of their scope or historical record, and is asking that it not be counted among states that have requested such a convention until a future legislature makes a new, explicit request.
