Provides that every contract entered into by a State agency that includes the procurement of any product that consists, in whole or in part, of a forest-risk commodity shall require the contractor to confirm that the commodity furnished to the State under the contract was not extracted from, grown, derived, harvested, reared, or produced on land where deforestation or forest degradation occurred. Effective immediately.

AI Summary

This bill establishes the Deforestation-Free Illinois Act, which aims to prevent the state government from purchasing or using tropical hardwoods and forest-risk commodities that contribute to deforestation or forest degradation. The legislation prohibits state agencies from buying tropical hardwoods or products containing them, and requires contractors to confirm that forest-risk commodities (such as beef, cocoa, coffee, palm oil, and rubber) were not produced on lands where deforestation occurred. Large contractors must adopt comprehensive forest policies that address supply chain traceability, environmental impact, and human rights. The bill creates a stakeholder advisory group to help develop implementation rules, establishes penalties for non-compliance (including contract voiding and financial penalties), and provides preference to small businesses, minority-owned businesses, and businesses using Illinois-produced products when bidding on contracts. The Department of Central Management Services must develop detailed rules by July 1, 2026, create a supply chain transparency assistance program to help businesses comply, and submit regular reports to the Governor and General Assembly about the Act's implementation. The legislation seeks to reduce Illinois's contribution to global deforestation by ensuring state procurement practices prioritize environmentally and socially responsible sourcing.
