This bill amends the Illinois Health Benefits Exchange Law to create a new special enrollment period for uninsured taxpayers and their qualified dependents. Under this new provision, if an uninsured taxpayer requests health insurance benefit information through the state's easy enrollment program and is eligible, they will be able to enroll in a qualified health plan through the Illinois Health Benefits Exchange. The Exchange will send a letter to the taxpayer detailing their estimated eligibility for insurance affordability programs like Medicaid and federal health insurance tax credits. Taxpayers and their dependents will have 60 days from the date of the letter to select and enroll in a health plan, with coverage becoming effective on the first day of the month following plan selection. The Department of Insurance and the Department of Healthcare and Family Services are granted rulemaking authority to implement this new special enrollment period, which aims to make health insurance more accessible to uninsured individuals by creating an additional opportunity to obtain coverage based on information provided during tax filing.
