This bill imposes a temporary 2% additional state tax on short-term lodging (hotel, motel, and other temporary housing rentals) for a six-month period from April 1 through September 2026. The tax will apply to all lodging reservations made after the bill's effective date, but will not apply to stays longer than one month. The revenues collected from this tax will be deposited into a newly created "enhanced tourism account" and distributed as follows: 25% will be distributed to counties proportionally based on local tax collections, 25% will support programs assisting victims of human trafficking and exploitation, and 50% will support state tourism programs. The tax is not subject to existing lodging tax limitations, and the enhanced tourism account will expire on July 1, 2027, with any remaining balance transferring to the state general fund. The bill amends existing state tax law (RCW 82.08.020) to include this new temporary lodging tax provision and creates a new section in state law to establish the distribution and management of the collected revenues.
