AI Summary

This bill amends the School Code to modify provisions related to gifted and talented education programs. The bill removes previous language that required local gifted and talented education programs to be approved by the State Board of Education for funding, effectively eliminating the detailed application and comprehensive plan requirements that were previously in place. It also eliminates the mandate for the State Board to have a specific staff person responsible for developing an approval process for gifted and talented educational programs. In the evidence-based funding provisions, the bill changes the funding calculation to allocate $40 per kindergarten through 12th-grade student for "advanced academic programs" instead of "gifted investments." The changes appear to provide school districts with more flexibility in designing and implementing gifted and talented programs by removing strict state-level oversight and standardized approval processes. The bill maintains the overall purpose of encouraging and supporting educational programs for gifted and talented children, but reduces the regulatory framework around these programs at the state level.
