This bill amends Kentucky law regarding human growth and development instruction in school districts, requiring that health curricula for students in grade six and above include specific content about fetal development. The bill mandates that instruction must include a high-definition ultrasound video at least three minutes long showing early fetal organ development, as well as a computer-generated animation depicting human cell fertilization and developmental stages from conception to birth. The legislation maintains existing provisions about abstinence education and adds new requirements for parental involvement, such as advance written notification and the ability to review all instructional materials. Parents will have the right to opt their children out of these lessons without academic penalty, and schools must provide alternative instruction for students whose parents do not consent. The bill also continues to restrict sexuality and gender identity instruction for students in fifth grade and below. Notably, the bill is to be known as the "Baby Olivia Act" and appears designed to provide detailed, medically-oriented information about human reproduction and fetal development while preserving significant parental control over students' participation in such educational content.
