This bill amends the Wildlife Code to modify regulations around hunting permits for landowners in Illinois. The bill expands provisions for special deer, turkey, and combination hunting licenses, allowing resident landowners to receive up to 5 free deer archery either-sex permits and up to 5 free deer either-sex firearm permits. The bill clarifies and broadens the definition of who qualifies as a landowner or equity stakeholder eligible for these free permits, including those who own at least 40 acres of land, residents who rent commercial agricultural land, and equity shareholders, members, or partners of corporations, limited liability companies, or partnerships that own at least 40 acres of land. The permits would be valid year-round on lands owned, leased, or rented by the permit holder. The bill maintains existing restrictions on the number of free permits that can be issued to equity shareholders or members (not to exceed 15 per county) and ensures that those who want to hunt outside their owned land will be charged standard permit fees.
