Bill Summary
Amends the Board of Higher Education Act. Provides that, by March 15, 2027 and by March 15 of each subsequent year, the Board of Higher Education, the Illinois Community College Board, and the Illinois Student Assistance Commission shall jointly prepare and release a Statewide Data Dashboard to include individualized data on each public institution of higher education and each private institution of higher education on a publicly available website. Provides that the Board of Higher Education, the Illinois Community College Board, and the Illinois Student Assistance Commission shall collaborate jointly and determine the indicators and presentation of the Statewide Data Dashboard, which must include, at a minimum, the most current data collected and maintained by the Board of Higher Education, the Illinois Community College Board, and the Illinois Student Assistance Commission related to student, faculty, and staff demographics, institution characteristics, affordability characteristics, student success factors, a comparison, institutional profile and mission, and other data. Provides that the Statewide Data Dashboard may not disaggregate data to a level that would allow the identification of individual students or disclose their personally identifying information. Provides that data under the purview of the Board of Higher Education, the Illinois Community College Board, or the Illinois Student Assistance Commission shall remain under the authority of the respective agency. Sets forth provisions concerning memoranda of understanding or interagency agreements and joint rules.
AI Summary
This bill requires the Board of Higher Education, Illinois Community College Board, and Illinois Student Assistance Commission to jointly create and release a comprehensive Statewide Data Dashboard by March 15, 2027, and annually thereafter. The dashboard will be publicly accessible online and include detailed, individualized data about public and private higher education institutions, covering eight key areas: student demographics (such as race, ethnicity, and first-generation status), faculty and staff demographics, institutional characteristics, affordability metrics (like tuition and housing costs), student success factors (including retention and completion rates), a 5-year data comparison, institutional profiles and missions, and any additional mutually agreed-upon data. The bill emphasizes that while the dashboard must be comprehensive, it cannot reveal individual student identities or personally identifiable information. Each participating agency will maintain authority over its own data, and they may create memoranda of understanding or interagency agreements to ensure compliance with data privacy laws. The goal is to provide transparent, centralized information about higher education institutions in Illinois that can be easily downloaded and reviewed by the public.
