AI Summary

This bill amends the School Safety Drill Act to enhance school safety protocols by requiring the State Board of Education and the Office of the State Fire Marshal to develop comprehensive guidelines for schools and first responders. Specifically, the bill mandates the creation of clear procedures for threat assessments, rapid entry response plans, and cardiac emergency response plans. The State Board of Education, in consultation with the Illinois State Police, is granted emergency rulemaking powers to implement these changes within 365 days of the bill's effective date. The bill requires each school district to establish a threat assessment team that includes at least one law enforcement official and representatives from various school disciplines, such as administrators, teachers, counselors, psychologists, and social workers. If a district cannot form such a team internally, it may use a regional behavioral threat assessment and intervention team. Additionally, the bill requires the State Board of Education to provide guidance to school districts about developing threat assessment procedures, including how and when to notify parents and community members about potential threats. The changes aim to improve school safety by creating more structured and coordinated approaches to identifying and responding to potential safety risks.
