AI Summary

This bill amends the School Safety Drill Act and the Illinois Administrative Procedure Act to enhance school safety protocols. It requires the State Board of Education and the Office of the State Fire Marshal to develop comprehensive guidelines for school districts, private schools, and first responders on creating threat assessment procedures, rapid entry response plans, and cardiac emergency response plans. The bill grants the State Board of Education emergency rulemaking powers, in consultation with the Illinois State Police, to implement these new requirements within 365 days of the bill's effective date. Specifically, the bill mandates that each school district establish a threat assessment team that includes at least one law enforcement official and representatives from various educational disciplines such as administrators, teachers, counselors, psychologists, and social workers. The State Board of Education must also provide guidance to school districts about threat assessment procedures, including how and when to notify parents and community members about potential threats. The guidance will be published on the State Board's website, and school districts will be required to incorporate the additional information into their existing threat assessment procedures within the school year following the guidance's publication. The bill aims to improve school safety by creating more structured and comprehensive emergency response protocols.
