This bill amends Georgia law to require the recycling of solar panels, defining a "legitimate recycling facility" as one that accepts solar panels and returns a significant portion of their materials to commerce for beneficial use without harming public health, safety, or the environment, and defining a "solar panel" as any device that generates electricity from solar radiation. Owners or operators of "solar power facilities" (which refers to facilities as defined in a specific section of Georgia law related to energy) are prohibited from discarding or disposing of solar panels in landfills or with other solid waste, and must instead deliver them to a legitimate recycling facility, with exceptions if no such facility exists within 250 miles or if all nearby facilities are unable to accept them within 30 days of a request. Violators face a civil penalty of up to $20 for each solar panel improperly discarded.
