This bill requires the Office of Planning and Research (OPR) to develop a technical advisory by June 1, 2027, in consultation with the Department of Resources Recycling and Recovery, to help local governments better site composting facilities. The advisory will include sample general plan goals and a model ordinance to support California's goal of reducing organic waste landfill disposal by 75% from 2014 levels by 2025. When cities and counties conduct substantive revisions to their land use elements on or after January 1, 2029, they will be required to consider the OPR's best practices and explore identifying appropriate areas for composting facilities. Throughout the development of the technical advisory, OPR must consult with representatives from urban, suburban, and rural counties and cities, composting facility operators, and public and private waste services. The bill also includes a provision that local agencies will not be reimbursed for implementing these requirements, as they have the authority to levy fees or assessments to cover the costs. By providing guidance and encouraging local governments to proactively plan for composting facilities, the bill aims to support California's waste reduction and environmental sustainability goals.
