This bill requires the California Energy Commission to include a comprehensive assessment of curtailed solar and wind generation's potential for hydrogen production in its 2027 integrated energy policy report. Specifically, the bill mandates an evaluation that estimates monthly and annual solar and wind generation curtailment, distinguishing between curtailment caused by excess generation relative to system demand and curtailment due to transmission facility capacity limitations. The assessment must identify the regions where such curtailment occurs, provide an estimate of how much hydrogen could be feasibly and reliably produced using this curtailed energy, and recommend regulatory and policy actions to optimize the use of curtailed solar and wind generation for hydrogen production. "Curtailed solar and wind generation" is defined as the difference between reduced generation output and the potential energy production without demand or transmission constraints. The provisions of this bill are set to be in effect only until January 1, 2029, after which they will be automatically repealed, making it a time-limited directive aimed at exploring innovative ways to utilize excess renewable energy for hydrogen production.
