This bill requires the Attorney General to establish a statewide Gender and Sex Discrimination Educational Oversight Office to address Title IX (a federal law prohibiting sex-based discrimination in educational institutions) compliance and sexual harassment issues in California's postsecondary education institutions. The office will serve as a central point of contact for students who are dissatisfied with campus-based policies or investigative procedures related to harassment, rape, sexual assault, and violence. It will have the authority to receive student complaints, investigate campus policies and procedures, and review annual reports from community colleges, California State University, independent postsecondary institutions, and the University of California. These institutions must submit detailed annual reports about incidents of harassment and sexual violence, including the number of investigations, their timelines and outcomes, sanctions imposed, and whether criminal charges were filed. The office can then make recommendations to the Attorney General, district attorneys, or city attorneys as appropriate. If the Commission on State Mandates determines that implementing this bill will create additional costs for local agencies, the state will provide reimbursement for those expenses.
