AI Summary
This bill creates the Responsibility in Firearm Legislation (RIFL) Act, which establishes a comprehensive program to address public health costs and financial burdens related to firearm injuries in Illinois. Beginning January 1, 2028, the bill requires firearms manufacturers to obtain a license from the Department of Financial and Professional Regulation, with annual fees calculated based on the manufacturer's market share and the total public health costs from firearm injuries in the state. These fees, which could reach up to $866 million in the first year and will be adjusted annually for inflation, will be deposited into the RIFL Fund. The fund will be used to provide financial assistance to victims of firearm injuries, covering direct costs such as medical care, mental health treatment, lost wages, funeral expenses, and rehabilitation services for up to three years after an incident, or for life in cases of permanent disability. The bill also mandates that retailers cannot sell firearms from unlicensed manufacturers, with potential civil penalties of up to $1,000,000 per month for manufacturers and $10,000 per violation for retailers. Additionally, the Illinois State Police will be required to report firearms recovered in injury incidents, and the compensation received through the program will be exempt from state taxes.
