This bill, known as the Weather Alert Response and Notification Act (WARN Act), directs the Comptroller General (the head of the Government Accountability Office) to conduct a comprehensive study on the effectiveness of emergency alerting systems at local, state, territorial, and federal levels during weather-related emergencies. The study will evaluate various alert mediums, including social media platforms, and assess how well these systems disseminate timely and relevant information about emergencies like travel bans and power outages. The Comptroller General will also examine the existing guidance and training for creating clear, actionable alert content, and seek input from emergency managers, local officials, and community groups to determine potential improvements to public alerting systems, including outdoor siren systems. Within 18 months of the Act's enactment, the Comptroller General must submit a detailed report of the study's findings to specific congressional committees in the House of Representatives and the Senate, with the ultimate goal of helping communities develop better emergency response policies and enhance public safety during weather-related emergencies.
