This bill requires the Maryland Department of Public Safety and Correctional Services to enhance victim notification procedures for parole, commutation, pardon, and sentence remission processes. Specifically, the Department must send certified mail notifications at least 90 days before a parole release hearing to victims or their designated representatives who have either filed an official notification request form or submitted a written request with a current address. Victims can designate a Maryland resident as their representative to receive these notifications. For parole decisions, commutations, pardons, and sentence remissions, the Department is now mandated to make at least two written attempts via certified mail to notify the victim or their representative about the proceedings and subsequent decisions. These notification requirements apply when victims have either filed an official request form or maintained a current address with the Department. The bill will take effect on October 1, 2025, giving the Department time to implement these new notification procedures and update their systems accordingly.
