This bill modifies the Maryland Heritage Areas Authority's funding and grant-making capabilities by increasing the maximum grant amount to $300,000 for various grants related to heritage area planning, development, preservation, and management. The bill increases the percentage of project costs that can be covered by grants from 50% to 80% for acquisition, development, and program grants. Additionally, the bill reduces the percentage of Program Open Space funds that can be used for the Authority's operating expenses from 10% to 7%, with a new provision that allows the Authority to use either 7% or $600,000, whichever is greater. The bill also expands the Authority's ability to award grants and loans to local jurisdictions and other entities for activities such as planning, design, preservation, restoration, interpretation, marketing, programming, and management of certified heritage areas. The changes aim to provide more financial flexibility and support for heritage area development and maintenance, with the modifications set to take effect on July 1, 2025.
