This bill establishes the Project Turnkey Program within the HOME Investment Partnerships Act to help address housing and shelter challenges for vulnerable populations. The program would provide up to $1 billion annually until 2035, allowing eligible entities like state and local governments, public housing agencies, nonprofits, and community development organizations to apply for grants. These funds can be used for a wide range of activities, including rental assistance, security deposits, supportive services, acquiring and rehabilitating properties (especially vacant hotels and motels), expanding shelter capacity, and providing housing for specific vulnerable groups such as homeless individuals, domestic violence survivors, homeless youth, and those at risk of homelessness. Grantees can use up to 15% of funds for administrative costs and 5% to support the operating expenses of community housing development organizations.
