This bill establishes new legal requirements for parents or guardians of students who exhibit repeated violent and disruptive behavior in public schools. Specifically, when a student has two or more incidents of violent or disruptive behavior during a school year, the school principal must send a written notice to the student's parent or guardian. This notice must require the parent to seek and participate in counseling with their child, and must include referrals to community resources and counseling services. The bill makes it unlawful for a parent to fail to seek and participate in such counseling after receiving this notice. If a parent is convicted of failing to comply, the court may order them to perform community service. The written notice must also advise parents that failing to participate in counseling is unlawful and could have potential consequences. The new legal provisions will take effect on July 1, 2025, and are designed to encourage parental involvement and support in addressing students' behavioral challenges.
