This bill establishes the Youth Sports Safety Advisory Commission, a diverse body of 17 members representing medical professionals, sports organizations, and educational institutions, aimed at studying and improving safety for young athletes. The commission will include representatives from various medical associations, sports organizations, and government bodies, such as the Maryland Chapter of the American Academy of Pediatrics, the Maryland Athletic Trainers Association, and state legislators. The commission's primary tasks include studying evidence-based policies for maximizing safety for youth athletes (particularly those under 15), seeking input from national sports oversight organizations, exploring ways to reduce injury risks, and developing recommendations for minimizing athlete injuries. Members will not receive compensation but can be reimbursed for expenses, and the Maryland Department of Health will provide staff support. The commission is required to meet at least twice annually, with the chair having the ability to call more frequent meetings. By December 31, 2026, the commission must submit a comprehensive report of its findings and recommendations to the Governor, State Board of Education, Maryland Department of Health, and General Assembly. The bill will take effect on October 1, 2025, and remain in effect for five years, automatically expiring on September 30, 2030, unless further action is taken.
