This bill establishes the Maryland Reparations Commission to study and make recommendations for addressing historical inequalities experienced by Black individuals in Maryland. The Commission will consist of 23 members, including state legislators, government officials, representatives from historical and civil rights organizations, historians, and members of the public. These commissioners will investigate the impact of slavery and discriminatory government policies in Maryland from 1877 to 1965, examining topics such as the history of slavery, economic disparities, and previous reparations efforts by other governments and institutions. The Commission will explore potential forms of reparations, which may include monetary compensation, property tax rebates, social services, education support, debt forgiveness, and business incentives. By January 1, 2027, the Commission must submit a preliminary report, and by November 1, 2027, a final report detailing its findings and specific recommendations, including eligibility criteria, application processes, estimated costs, and potential funding sources. The bill is set to take effect on July 1, 2025, and will remain in effect until June 30, 2028, after which it will automatically expire.
