This bill requires certain health insurance providers in Maryland to cover annual cervical cancer screening tests (Pap smears) and ovarian cancer surveillance tests for specific high-risk individuals, without imposing copayments, coinsurance, or deductibles. The surveillance tests include CA-125 serum tumor marker testing, transvaginal ultrasound, and pelvic examinations. Coverage is mandated for individuals who either have at least one first-degree relative with ovarian cancer or a cluster of relatives with breast or colorectal cancer, or who have tested positive for the BRCA1 or BRCA2 gene mutations (which are associated with higher cancer risks). The bill applies to insurers, nonprofit health service plans, and health maintenance organizations operating in Maryland. An exception is made for high-deductible health plans, which may still apply their standard deductible to these screenings. The provisions will take effect on January 1, 2026, and will apply to all health insurance policies, contracts, and plans issued or renewed in the state on or after that date, aimed at improving early detection and reducing financial barriers to important cancer screenings.
