The bill requires the Prince George's County Department of Permitting, Inspections, and Enforcement to record a lien on a property within 90 days of issuing a violation notice for cutting or clearing trees. If the lien is not recorded, the local jurisdiction can only pursue enforcement against the previous property owner who committed the violation, cannot seek remedies against the current property owner, and must perform any required restoration or mitigation itself. The bill applies retroactively to violations occurring on or before November 7, 2018, and provides protection for current property owners who purchased the land in good faith. Furthermore, the Prince George's County government must vacate previous administrative enforcement actions related to such violations, reimburse current property owners for associated costs and fees, and the bill will remain in effect for two years, expiring on September 30, 2027, unless further action is taken.
