This bill amends two existing laws, the Assisted Living and Shared Housing Act and the Nursing Home Care Act, to require the Department of Public Health to hold semiannual joint training sessions for surveyors and providers in long-term care facilities. The training sessions will involve collaborative planning with the State long-term care ombudsman (an official who advocates for the rights and quality of care of elderly and disabled individuals in care facilities) and representatives from provider associations. At least once per year, these training sessions must cover regional citation patterns, which are common issues or violations found during facility inspections, related to complaints, standards, and outcomes in the survey process. For assisted living establishments, the Department must also develop standardized training to help facilities prevent common citations during their surveys. The goal of these joint training sessions is to improve communication, share best practices, and enhance the quality of care in nursing homes and assisted living facilities across the state.
