This bill amends the Illinois Public Aid Code to modify the definition and designation of Safety-Net Hospitals. A Safety-Net Hospital is defined as an Illinois hospital that is licensed as a general acute care or pediatric hospital, is a disproportionate share hospital, and meets specific criteria related to Medicaid Inpatient Utilization Rate (MIUR) and charity care. MIUR is calculated as the ratio of Medicaid inpatient days to total inpatient days, excluding certain specific patient categories. The bill requires hospitals to submit an OBRA (Omnibus Budget Reconciliation Act) form by August 15 before the rate year, after which the Department will notify hospitals of their Safety-Net Hospital status. This extension allows certain hospitals to maintain their Safety-Net Hospital designation, which can be important for funding and healthcare access in underserved communities.
