This bill requires the Secretary of the Interior to conduct a comprehensive study of Plum Island, a consolidated federal asset located in New York. The study will evaluate the potential for designating all or part of Plum Island as a unit of the National Park System or the National Wildlife Refuge System, or exploring alternative methods of protecting its resources. The Secretary must assess the national significance of the study area, which includes the Orient Point facility and all associated real and personal property, transportation assets, and infrastructure. As part of the study, the Secretary will consult with federal agencies, state and local governments, nonprofit organizations, and other interested parties, and develop cost estimates for potential federal acquisition, development, interpretation, operation, and maintenance. Within three years of receiving funding, the Secretary must submit a report to the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources, detailing the study's findings, conclusions, and recommendations for Plum Island's future preservation and management.
