For the past 25 years, she worked as a licensed vocational nurse in the children's department, where she was known for building strong connections with patients. The resolution highlights her professional accomplishments, noting the significant changes she witnessed in mental health treatment in South Texas, particularly the shift from institutionalization to home-based therapy. The Texas House of Representatives officially congratulates Bluhm on her retirement, extends best wishes for her future, and will prepare an official copy of the resolution to recognize her decades of dedicated service to mental healthcare in the Rio Grande Valley.
