This bill creates the Insurance Solutions Advisory Council within the Office of Insurance Regulation to analyze and evaluate Florida's property and automobile insurance market. The council will consist of 12 members appointed by various state officials, including three members appointed by the House Speaker (representing different types of insurers and a trial attorney), three members appointed by the Senate President (including commercial and residential insurers and a public adjuster), three members appointed by the Governor (including at least one consumer advocate), two members appointed by the Chief Financial Officer representing insurance agents, one member from Citizens Property Insurance Corporation, and the commissioner of the Office of Insurance Regulation. Members will serve without compensation but can receive travel expense reimbursement, must be appointed by August 1, 2025, and will meet at the call of the chair. The Office of Insurance Regulation will provide administrative support, and the council is required to submit an annual report beginning October 1, 2025, detailing its analysis and recommendations related to property and automobile insurance. The advisory council is set to expire on October 2, 2028, unless the Legislature reenacts it, and will take effect on July 1, 2025.
