This bill modifies the Texas Water Code to provide detailed guidelines for municipal utility district (MUD) board meeting locations. Under the new provisions, a MUD board must designate one or more meeting places inside the district, which can include a private residence or office if the board publicly declares it a meeting place and invites public attendance. If no suitable location exists within the district, the board may choose a meeting place outside the district, with several important conditions: the location must be as close as possible to the district's boundaries, it must not deprive residents of a reasonable opportunity to attend meetings, and if the district is within a municipality, the meeting location must be within that municipality's corporate limits. The board must formally notify the relevant commission by filing a resolution and justification for an out-of-district meeting location, and publish a notice in a local newspaper. The bill also requires the commission to provide online information about the meeting place designation process and explicitly states that these new provisions take precedence over any conflicting prior statutory requirements. The bill will take effect on September 1, 2025.
