Bill Summary

Amends the Hospital Licensing Act. Requires any hospital or health system licensed by the Act operating a general acute care hospital to, when considering closure or elimination of an inpatient psychiatric unit or a perinatal unit, provide public notice of the proposed closure or elimination no less than 120 days prior to the proposed date of closure and submit the notice to the specified authorities. Provides that, subject to the same notice requirements, a hospital or health system proposing closure must hold at least one public meeting within 60 days after notice is provided. Requires members of the county board in which the general acute care hospital resides to be invited to the meeting and given the opportunity to testify on the impact that elimination of service would have on the county and its other community health systems.

AI Summary

This bill amends the Hospital Licensing Act to establish new requirements for hospitals and health systems planning to close or eliminate specific medical units. Specifically, any hospital operating a general acute care hospital must provide at least 120 days of public notice before closing an inpatient psychiatric or perinatal unit. The notice must be submitted to multiple government entities, including the Department, the municipal and county governing bodies, and must be physically posted within the hospital in a publicly accessible location. Additionally, the hospital must hold at least one public meeting within 60 days of providing notice, and must invite members of the county board to attend and provide testimony about the potential impact of the service elimination on the county and its community health systems. The goal of the bill appears to be ensuring transparency and providing an opportunity for community input when critical healthcare services are at risk of being discontinued.
