This bill amends the Pennsylvania vehicle registration law to expand the list of authorized representatives who can help determine if a registration plate is illegible and requires replacement. Currently, staff members in legislative district offices can serve this function after completing a department-approved training program. The bill adds a second category of authorized representatives: individuals employed by messenger services operating under a specific state contract (Section 7501), who will also be eligible to help with registration plate determinations after completing the required training. The new provision maintains the existing requirement that these representatives must be trained by the department to make accurate assessments about the condition of registration plates. The bill will go into effect 60 days after its passage, giving the Department of Transportation time to implement the new provisions and train the additional authorized representatives.
