AI Summary

This bill amends the Illinois Horse Racing Act of 1975 to modify the rules for issuing an additional organization license for standardbred horse racing in specific townships of Cook County. The bill clarifies that before the effective date of this amendment, an additional organization license for a standardbred racetrack cannot be issued within a 35-mile radius of another existing organization license unless the existing racetrack's operator provides written consent. The license applicant must file this consent with the Illinois Racing Board at the time of application. If approved, the new racetrack would gain rights similar to existing Illinois racetracks, including the ability to obtain inter-track wagering licenses, an organization gaming license with 1,200 gaming positions, and the ability to offer Internet wagering on horse racing. The bill is primarily focused on providing a regulatory framework for potentially establishing a new standardbred racing venue in Cook County, with specific geographic and consent-based restrictions to manage potential competition between racetracks.
