This bill amends the State Finance Act to require each travel control board, which are administrative bodies overseeing state employee travel within different government offices and agencies, to develop a new procedure for foreign travel. Specifically, the bill mandates that before an employee takes an international trip, their respective travel control board must collaborate with the Illinois State Police to create a process for sharing the employee's detailed trip itinerary. The travel control board will be responsible for providing the complete travel itinerary to the Illinois State Police, and the State Police will then be expected to vet the trip and provide the employee with relevant instructional information. This new requirement applies to employees across various state agencies, including the offices of the Attorney General, State Comptroller, Higher Education institutions, the Legislative Branch, Lieutenant Governor, Secretary of State, Judicial Branch, State Board of Education, State Treasurer, and the Governor's office. The goal appears to be enhancing employee safety and preparedness when traveling internationally by ensuring a formal review and information-sharing process between travel control boards and law enforcement.
